Lewis Gainor represented a woman who was pulled over and arrested for DUI on November 22, 2002 for driving under the influence. She was very young at the time, and did not take the case seriously. She decided not to show up for her court date and left the state.

Because the defendant did not appear in court as directed, the court forfeited her bond. The court entered a judgment of conviction against the woman on February 3, 2003.The result of the order was that the Illinois Secretary of State revoked her driving privileges. She would never drive legally in the state of Illinois without first attending a formal hearing in Chicago.

A law called the Interstate Drivers' License Compact requires all 50 states to share drivers' license data through a computer system. That means that if one's license is revoked in Illinois, his or her license is also revoked in all 50 states. The drivers' license compact caused this woman's right to drive to be revoked everywhere in the United States.
